PRINCIPLE 1: OPEN GOVERNMENT
We believe in the principle of open government for the Town of Hammond. This means that the elected officials of Hammond should encourage a comprehensive evaluation of all points of view on any issue requiring action by the town. A high level of intellectual curiosity encompassing all sides of an issue balanced with a concerned and even handed evaluation of the impact on the town and its citizens is to be expected of its elected officials. The rights, interests and point of view of all of the citizens of Hammond should be respected and considered when making any government decision. Documentation and written records on decisions should be easily available to the public.
PRINCIPLE 2: APPRECIATE RESOURCES
The Town of Hammond has been gifted with two natural wonders in the form of the St Lawrence River and Black Lake along with a local history including unique world renowned tourist attractions, stone houses, quarries and agricultural lands that date back almost 200 years. We believe that Hammond should develop a plan of growth to promote these resources, to encourage economic activity in our community, and to celebrate these resources as much as possible.
PRINCIPLE 3: COMMUNICATIONS
We believe that regular communication between the current elected officials and the citizens of Hammond has been weak at best. The town government can not take the position that it is the citizens’ responsibility to keep informed on any and every issue facing the town. Hammond, like most towns today, is facing (and will continue to face) many critical issues, from the cost of providing required services to the most efficient use of its resources. It is critical that the Hammond government take the initiative in keeping its citizens informed and educated. This can be done by simply providing an agenda for town meetings, encouraging public information meetings, significantly upgrading the Hammond web site and publishing a quarterly activity report or newsletter to the citizens of Hammond. Communications from the town to its citizens compliments its responsibility to being open and receptive to communications from its citizens to the town officials.
